Risk Management

For public entities, managing and minimizing risks within tight budget constraints can be a challenge. To meet this challenge the MOPERM staff is available to partner with your entity, focusing on your interests, needs and priorities. Respecting the vast differences among our members, we treat each entity in the unique way that works for them. We help to educate members to identify exposures and prevent claims, before they happen. Our staff has a variety of technical expertise as well as tools and resources that members can rely on. Some of these resources include:

Property & Liability Surveys


We offer on-site inspections to identify and address risk factors affecting workplace safety, third-party liability and property hazards. Our reports can include written recommendations, cross referencing state and federal regulations as well as suggestions to improve or reduce potential losses. We have materials on a variety of topics such as; aquatics, employment practices, law enforcement liability, playground safety, public works, road & bridge operations, skate parks, safety program development and safety committees.

Buildings and equipment usually represent the largest asset on a public entity's balance sheet. Given the magnitude of risks inherent in property coverage, the need for professional valuation services has never been greater. In Missouri, the catastrophic weather-related losses just over the past couple of years have highlighted the importance of insurance-to-value.

Property appraisals are tools that help management meet the challenges of protecting assets by establishing the proper level of coverage for scheduled locations. MOPERM has contracted with a nationally-known firm, Maximus, Inc., to appraise over 300 pre-selected covered structures in 2007. The reports will provide building and contents Replacement Cost based on current market indicators using consistent accredited methodology.

The service, free to participating property members, is done by geographical areas, types of structures, and a currently valued threshold of $100,000. An agent representative is mandatory for the property coverage lines, and this agent will be the primary contact. The final reports will be available to agents and entities.

Safety and Loss Control Audits


MOPERM can help analyze the quality and effectiveness of your existing safety and loss control programs and where appropriate, make recommendations for improvements. Using a variety of checklists, computerized resources, and available standards we can evaluate the unique exposures at your entity and compare them to recognized B Best Practices.

Safety Program Development


MOPERM can design customized written safety programs for your entity and various departments within. Whether it's a comprehensive safety program or a specific program for a city, county, school, health department or special district, MOPERM has a variety of sample programs, models policies and guidelines to assist you with program and policy development.

Training & Seminars


MOPERM provides annual regional training workshops and periodic on-site seminars for members in a variety of property/liability area of interest.

General Consultation


MOPERM is available for advice and assistance with any insurance, safety or risk management issues faced by public entities.
