Become a MOPERM Member

There are a number of reasons why Missouri Public entities choose to participate in MOPERM. We call these the ABC’s of insurance:

Assured Availability of Protection – Commercial carriers and other insurance providers have been known to withdraw from writing business in the state when they do not make an adequate profit, become insolvent because of poor underwriting and pricing philosophy or liberally use the option to non-renew for poor loss experience. These were all elements of the liability insurance crisis in the early 1980’s that gave rise to the creation of MOPERM. Therefore, the public entity officials involved in the formation of MOPERM wanted to protect themselves from these possibilities. MOPERM does not non-renew a member based on loss experience. Our goal is to work with the members to improve their loss experience.

Broad Coverages – When creating MOPERM, entity officials made sure they gave themselves the broadest liability protection – coverages that meet all their needs without gaps, sub-limits or hidden deductibles. The actual scope of coverage is extremely broad. In addition to premises/operations coverage under General Liability, MOPERM includes Contractual, Non-Owned and Hired Auto, Employment Practices Liability, Special Events, Broad Form Property Damage, Explosion, Collapse Hazard and options for Medical Malpractice and Employee Benefit Liability. When we added Property insurance to our program we again made sure to have broad coverage with various options for the public entity. Property insurance protects real property and contents against physical loss or damage by theft, accident or other means, including earthquake and flood. Additional coverage options under the Property program include Crime, Inland Marine/Contractors Equipment and Boiler & Machinery, commonly referred to as equipment breakdown coverage.

Consistent Pricing – MOPERM is not profit driven therefore it is not in competition with commercial insurance markets. The purpose of the Fund is not to provide lower costs, but stable costs. MOPERM applies stable consistent rates, so that entities do not have wide fluctuations in their costs. MOPERM will never use rate manipulation to gain or keep business. We do not use underbidding or wholesale and arbitrary rate decreases as a marketing tool. MOPERM will not allow misrepresentation, misinformation or favoritism in its rating structure.

In addition to the ABC’s, MOPERM is the only liability insurance provider in the state that does not impose an annual aggregate limit on coverage. This means that a member has no limit on the number of claims that MOPERM will pay during a particular policy year. Because commercial carriers do have an aggregate on their coverage, they know the maximum amount in monies they might be required to pay out. Knowing their maximum payout amount gives them some advantage with their upfront pricing. Not considering that maximum pay out amount to a public entity may become a burden for public entity officials later.
